After the Paralympic Games will people be allowed to live there? Since there were homeless people which were moved to “other locations”, would they get a priority to live in the village now? Or it will be dismantled?

The village housing buildings were mainly built by private developers with public support and their future disposition will be public-private partnership. No one wants Olympic village glamour infrastructure that becomes stray animal garbage dump anymore. That sort of spending days are over (unless IOC picks another totalitarian regime with near infinite money/corruption opportunities).
